The Rule of Law and the Community Working Group aims to expand the knowledge of citizens on how they can investigate police incidents. Their project will result in the creation of a handbook/toolkit that makes this knowledge accessible to professionals and community members who want to be involved in police oversight. Project partners will meet with experts, conduct research, and write chapters for the handbook on the various aspects of police oversight and techniques for investigation. Project results will be presented to an American audience in California and to a Russian audience in Moscow or St. Petersburg, as well as on the websites of partner organizations. The project will be jointly implemented by the Institute for Human Rights, the International Youth Human Rights Movement, and the Public Verdict Foundation in Russia, and by the National Association of Civilian Oversight of Law Enforcement and the American Bar Association Rule of Law Initiative, with participation from the American Civil Liberties Union, the Center for Constitutional Rights, Vera, and the National Lawyers Guild in the US.
